There are a number of ways to determine ROI. Here are some links to outside resources that we think are helpful:

IBM has a virtualization paper focused on their P-series Unix workstations but the statistics are relevant for a broader audience

To comment on this ; according to Gartner in oct 2005 :

The best time to acquire a virtualization product is when installing new hardware and the industry aims at an ROI within 0-18 months. On average a virtualization product saves you 33% on x86 hardware costs and 13% on UNIX hardware costs directly. There are other obvious long-term cost benefits that can make the total cost reduction go up to 30%-50%. 

Since CIO like to see return and results quickly, really focus on the quick wins first while showing the overall picture.
that's my advise, win CEO with money and administrator with efficient and effective new tools.
