Does SEATING-BEX01.SEATING-AD.INTRANET.INTIER.COM resolve from the machine you are trying to launch the UI from? Can you ping this host from a cmd prompt?

Is there a details message on the unable to launch failure? Also, you can enable the Java console which will give more details if you go run javaws (or to to control panel java on windows) and then Edit, preferences, Advanced,Java Console,Show Console. Re attempt to launch the UI and see what is displayed in the Java console.

If you like we can look at this together. I can send a GotoMeeting invite and I can help you debug this.

We took a look and it was that the full FQDN SEATING-BEX01.SEATING-AD.INTRANET.INTIER.COM was not resolving from the client machine yet just the hostname is. Adding the FQDN to the hosts file on the local box resolved the issue
