what is this I'm not able to assign a vm to the HOST, can someone explain this to me?

Have you turned on virtualisation option in the bios of the server- (its in the cpu menu options). By default DELL ship from the factory disabled.

Try Re-Discovering the node (available in the Hardware view via Right Mouse button on the node)
